Advancing Safety and User Experience

The In-Car Innovation Council (ICIC) is dedicated to advancing safety, user experience, and public trust in revolutionary  automotive user experience (UX) and safety technologies. We are committed to shaping policies that promote the safe, efficient and effective adoption of in-car innovations such as:

Software Defined Vehicles

  • AI, Machine Learning, & Edge Computing

  • Smart Infotainment

  • User Applications

  • Telematics & Diagnostics

  • Over-the-Air (OTA) Updates

In-Cabin Sensing

  • Driver Monitoring Systems (DMS)

  • Occupant Monitoring Systems (OMS)

  • Impairment/Fatigure Detection

  • Forgotten Infant Detection (FID)

ADAS

  • Adaptive Cruise Control (ACC)

  • Automatic Emergency Braking (AEB)

  • Blind Spot Warning (BSW)

  • Forward Collision Warning (FCW)

  • Lane Departure Warning (LDW)

  • Lane Keep Assist (LKA)

  • Rear Cross Traffic Alert (RCTA)

Wavy Abstract Background

Will Simon, Executive Director

Will Simon has been at the forefront of advancing life-saving in-vehicle technologies since 2016, when he joined Guardian Optical Technologies as one of its earliest employees. At Guardian, he helped shape the national policy conversation around emerging safety systems—advocating for landmark legislation such as the HOT CARS, SAFE, and HALT Acts, as well as key provisions within the Infrastructure Investment and Jobs Act (IIJA).

Following Guardian’s acquisition by automotive safety leader Gentex, Will continued to drive innovation across the connected-vehicle ecosystem. He led in-vehicle technology initiatives at BlackBerry/QNX, supported simulation and validation leaders Cognata and Foretellix, and served as a Software-Defined Vehicle (SDV) consultant at Guidehouse, where he authored Leveraging Software-Defined Vehicles for Next-Generation Consumer Experiences. Most recently, he worked as a Technical Business Manager for SDV, Infotainment, and UX at global engineering powerhouse IAV.

With a deep technical foundation and policy acumen, Will brings a rare ability to connect engineering realities with regulatory imperatives—advancing the adoption of in-cabin safety, intelligent mobility, and user-centric innovation across the automotive industry.
